The meeting was called to order by John Nist on Tuesday, 7:00PM at the Firehouse on 108th St. Written agenda is not available.
[MSP] Meeting minutes of August 2005 approved, no corrections.
Comments from Monty Tuengel:
Monty wanted to note that there are people trespassing to fish in our lakes. There is one who is particularly belligerent. He drives a small red pickup. Monty stated that he was going to come to a board meeting and instruct the Board how to stock better fish. If this person shows up we can remind him that he is trespassing and needs to stop fishing on our lakes. [It is noted that he did not attend this meeting].
Comments from Kent Brady:
Mr. Brady stated that it was communicated to him that the Association was going pay the $272.00 for the milfoil rake. It was noted by the minutes of record that the Board agreed only to pay for the rake after successful demonstration. The Board agreed to discuss for later in the meeting and notify Mr. Brady of the outcome.
Comments from David Flaming:
Mr. Flaming has many ideas to address problems with the lakes, primarily the North lake:
1. Grass-eating carp.
2. Harvesting the growth that occurs in the lake.
3. Gather lily pads in fall- they begin dying off, however, they provide good shade for fish in summer.
4. Milfoil removal.
5. Address problem trees around lake. For example, there is a particularly messy cottonwood tree near Mr. and Mrs. Kania’s house.
6. Bird control.
7. Water treatment- Bacteria/Enzymes
8. Dye the water such as golf courses do.
9. Increase water flow- larger pump/larger outflow
10. Aeration
11. Pump out peat or dredge- this would be the best solution, according to Mr. Flaming.
[MSP] Milfoil rake- Write check to Mr. Brady for $272.00. Write letter explaining that, in future, the Board will not give any more authorization for making tools unless it is in writing and homeowners should not proceed with verbal instructions.
Tennis court- Status of the locking door was discussed. As far as we know, the gate still functions with the community key.
Annual Dues- Two homeowners are still delinquent: Division 1, Lot 38 and Lot 56. Lien Research Co. has submitted new fees: New Lien = $100.00, Release Lien = $55.00.
Work Party- Need projects. Some ideas include picnic table sealing, trim ivy off street sign near John Nist’s house.
The first half-hour of the meeting was spent meeting in the common property behind Division 2, Lot 13. Meeting discussion is noted here: This homeowner hired a tree trimming company to cut and trim trees on his lot, as well as in the common area. Six of the seven board members present walked the area and noted the cutting violations, which occurred in the common area. Two large firs were limbed leaving asymmetry on one, some alders trimmed and 12 trees in the common area were cut down.
[MSP] For the first infraction a $3,000.00 fine was assessed. $150/additional infractions. Fines totaled $4,950.00. The homeowner will be notified with official letter. The homeowner is also responsible for cleaning up the brush/limbs/cuttings that were left by the illegal cutting.
A letter will also be sent to the tree trimming company detailing the homeowner’s infractions. The company will be warned not to cut in ANY Hilton Lake common area at the instruction of ANY homeowner.
