HILTON LAKE HOMEOWNERS ASSOCIATION BOARD MEETING

 

Meeting called to order at 7:05 Tuesday April 12, 2005 by Dave Miles.

 

Board members present: David Miles, Nancy Christiansen, Chris Van Horn, Frances Collinwood, John Nist, Rob Marks and Ray Metz.

Board members not present: David Jiles, Richard Stewart

Homeowners present: Monty Tuengel.

 

OLD BUSINESS

Frances reported that 2 people still have not paid their dues yet.  Previous dues non-payer has paid this year.  Frances is working with one person on a missing check that she misplaced.  It was suggested that we start action on the 2 people who haven’t paid yet.  John Nist is going to contact the attorney to start action on Lindberg and Brotherton for not paying their homeowners dues as of today.

 

Nancy reported that there is no update on the arborist, she has left messages and nobody has returned her call.  Rob has tried as well and no return calls.  They will keep trying.

Monty reported that he knows someone who is an arborist and he will coordinate the number with Nancy and get in contact with this person.

 

Dave M. said there was a clash with the garage sales and the spring work party.  He motioned that the garage sale be moved to May 14th the same day as Cascade Highlands and the work party continue for April 30th.  [MSP] The motion was passed to have the garage sale on May 14th and 15th.

 

John Nist was wondering if we have followed up with the homeowner regarding the Cul De Sac issue and Waste Management.  This was discussed and it was suggested that the homeowner call the county and complain to them about the road issue with Waste Management and the damage that their trucks are doing to the road. 

 

Monty apologized for the mess up on the billing for the double billing. 

 

NEW BUSINESS

Frances reported that the landscape contract payments have been cleared up by Frances.  There will be 11 payments in 2005 because January’s was paid in December.  (See handout #1)

 

Budget update from Frances.  (See handout #2)  Frances has a question regarding how much we should be paying the attorney (Boyer)  for collecting dues.  John will contact the attorney regarding these fees and find out why we are being charged fees.  He will also turn in the names of the non payers of dues and get liens put on their property ASAP.

 

Monty reported that the lakes are starting to grow slime and is recommending lake treatment products.  He would like to make $100.00 a month to do this treatment.  It will cost us $800.00 a month to do the lake treatment and he plans on putting one more sphere in big lake each sphere cost $119.99 and needs to be replaced every time he refills.  He spent a lot of his own money last year.  There were 4 spheres in the big lake and 3 in the small lake last year.  Monty recommends 5 spheres in big lake and none in the small. 

 

Monty got a bid on a chain link fence for the easement area from Hilton Estates.  The bid was from Economy Fence and it will be $950.00 if they do it and $500.00 for the materials if we do it.  It was agreed that we will have Monty prepare the earth for the fence and have Economy Fence put the fence up. Monty will get us a formal bid and follow up with us.  Monty also suggested 20 emerald greens which will be $20.00 each to plant every 2 feet by the new fence.  [MSP] Dave M. motioned we spend $400.00 for 20 $20.00 trees along fence not to exceed $450.00, Frances 2nd motion passed.

 

Monty said he will provide dirt for $100.00 a truck load.  ($75.00 for dirt and $25.00 labor) and he will spread in the areas that we need it in.  [MSP] Rob motioned that we put aside $600.00 for dirt/lake grass improvements and Monty will provide 4 truckloads of dirt not to exceed $600.00 and Rob will get a roller and we will buy grass seed for the area also.  John 2nd motion and it passed. 

 

Dave M. moved to get a backhoe for the work party to put in moat around the new fence area.  [MSP] Rob will get the backhoe for the work party not to exceed $400.00.  Nancy 2nd motion passed.  

 

Dave M. moved to plant flowers to beautify the three areas by the Hilton Lake signs.  [MSP] Rob motioned to spend $300.00 for flowers to be planted on the day of the work party Nancy 2nd motion passed. Nancy and Chris will be shopping for the flowers.

 

Work party discussion.  Prepare for fence, clean tennis courts and basketball courts with Borax and do this one-week ahead of the work party so it is ready to be worked on April 30th.  Nancy will purchase the Borax and do the prep work at the tennis courts, turn water meter on by the tennis courts, spread dirt for grass area by Carolyn Allen’s house, plant flowers in entrance islands, clean up common areas.  Moat around new fence is put on hold until further discussion.  Rob is in charge of the mechanical issues for the work party, Chris will make sure the food is purchased not to exceed $100.00.

 

Dave M. wants to know if anyone knows where the garage sale signs are?

 

John had a question regarding the geese by the lakes.  It cost $350.00 to send the geese out on a trip.  [MSP] John motions to send gees on a trip Ray 2nds and motion passed.

 

Contact Dora to do a sign in at the work party and also have Dave and Dora activate the alert roster for the work party. 

 

Dave M. [MSP] moves to buy a gift for the new fire department welcoming them to the community.  The gift should not exceed $50.00 and Nancy and Chris will get the gift and present it to them at the Open House on April 23rd at the new fire station.  Rob 2nd, motion passed.

 

Do we want to stock the lakes this year with fish?  It was agreed that we will stock the lakes this year and Rob will check on this for us.  [MSP] Stock fish not to exceed $500.00, Nancy 2nd motion passed.  Rob will let us know when the fish will be stocked so that we can let the kids in the area know and they can come and watch.  It will also be posted on the web site. 

 

[MSP] Rob motioned to spend $868.80 for lake treatment starting in April, not to exceed the budgeted amount of $5400.00.  Ray 2nd and motion passed.  We will go ahead with Monty’s lake treatment line item of $5400.00 and pay the first invoice short until resolved with Monty and questions are answered.

 

[MSP] Dave M. motions to extend Monty’s Landscape contract at the current levels based on month to month and the boards continued satisfaction.  Nancy 2nd and motion passed.

 

At the annual meeting it was brought up to add signs around the trails asking people to scoop their poop.  Chris will check on the cost of the signs and bring it to the next board meeting.

 

Chris is going to invite Cascade Highlands people who are in charge of the block watch, to our next meeting to discuss the crime in the areas and see if we can work together to stop the crime.
