HILTON LAKE HOMEOWNERS ASSOCIATION ANNUAL MEETING

HOMEOWNERS PRESENT: Joe & Kay Legaz, Mike & Karen Ferguson, Bob & Tanya Routh, Jerry Gilman, Bernie & Jackie Kania, Monty Tuengel

 

The meeting was called to order at on Tuesday, 7:00pm at the Eisenhower Middle School Cafeteria. Written agenda is available.

 

I. Treasurer’s Report (Rob M. for Frances C.)

Two pages of budget were distributed to those who were present. Page 1 included the budget through Dec. 2004. Page 2 included the projected/proposed for 2005.

Currently, we have six homeowners who have not paid 2005 homeowner’s dues.

 

II. Current Projects

A. Landscaping maintenance contract (Nancy C)

Monty’s Maintenance has current contract. It is recommended that if you have landscape/maintenance complaints, please email or telephone the Board.

 

A comment about “black spot” present on some plants on the North lake near one homeowner’s house. “Neehm oil” by Garden White was offered as a potential solution to eradicate this problem. 

 

B. Award winning yard (David M.)

Nominations are taken and a sign will be placed in the yard of the current winner.

 

C. Work Party (Rob M.)

There is a contact list. Every household (except Board members- who are aware) is contacted by phone. We have two volunteers who have done the calling lately.

Current potential work party tasks include preparing the lawn renewal area on the North lake, cutting dangerous trees that the arborist identifies as likely to fall on homeowner’s property, dragging trails with tractor, winter storm cleanup

There is a $25 credit/household for homeowners who sign up and work. This credit reduces the next years’ dues. Please be reminded to sign in, so that we can track who is eligible for the credit.

 

D. Summer Party (Chris V.H.)

Chris Van Horn is planning the summer party. Current date is June 25. There are plans for a potluck, barbecuing, a live band, DJ when band is on break. Unfortunately for Summer Party 2004, the rains came and cancelled. This year, we are trying for an earlier date.

 

E. CCRs

Homeowners are reminded that is against CCRs to cut trees in common areas. Also, we have roofing rules (basically no petroleum-based composite).

 

F. Website

We have a new revamped website: http://www.hiltonlake.org Please access it and use it.

 

III. Other Topics

A. Culvert

A new culvert has been built between the lakes as a result of flooding mitigation on the part of the new developments happening uphill in our watershed. Snohomish County mandated the new culvert from the developer of Eisenhower Heights and Hilton Estates as a condition of the Final Plat approval and SEPA hearing that was attended by several board members and Hilton Lake homeowners.

 

B. Firehouse

The new firehouse is almost complete. Please take a moment and welcome our new neighbors- those firefighters who will be occupying their new station and protecting your property from disaster.

 

IV. Board Member Vacancies

There are no forecast vacancies this year. Two or three positions may be swapped around. We need a new Treasurer from the current board members and possibly a new President.

 

IV. New Business- Q and A around the room

Blockwatch: Current budget issues with the Sheriff have not allowed any new Blockwatch projects. We are hopeful for the future. Cascade Highlands is considering adding gates to stem crime.

Lakes: There is an issue with people leaving their boats in the bushes. This can kill bushes and landscaping. Please take your boat back to your house after use.

North Lake: Is the North lake pump on yet? It is very low due to lack of rain. We may need to contact power company to energize. Are the water meters in the common areas on?

We have trouble with a specific homeowner who does unauthorized cutting in the common area, usually one week after the work parties.

Dog doo: Could we put up “Scoop your poop” signs?

Fence between North lake and new development: We have authority to put up a fence to block off unauthorized access from new development. A show of hands displayed that the majority of those present want a fence. Rough handcount: ~8 say yes on fence; ~3 say no, wait and see until we see problems.

Yard Appearance: It was noted that some homeowners are letting their yards deteriorate.
