HILTON LAKE HOMEOWNERS ASSOCIATION BOARD MEETING

                                    February 1, 2005

 

MEMBERS PRESENT: Dora Jiles for David Jiles, Rob Marks, Ray Metz, Richard Stewart, Nancy Christiansen, Frances Collinwood, David Miles, John Nist.

MEMBERS ABSENT: Chris Van Horn

HOMEOWNERS PRESENT: Mike Shorb

The meeting was called to order by Dave Miles on Tuesday, 7:00PM at the home of Dave Miles. Written agenda is not available.

 

[MSP] Meeting minutes of January 2005 approved, as is.

 

OLD BUSINESS:

1.      Annual meeting place has been arranged by John Nist for 7PM March 15th, 2005 at Eisenhower Middle School Cafeteria.

2.      Fitzgerald paid 2004 dues plus lawyer fees.  Frances knows the balance amount.

3.      Thank-you to Ray who has brought the HL web-site up to date.

4.      Storm drain between the lakes has been pumped out by the city as requested.

5.      [MSP] Mike Shorb was present to request monthly meeting minutes and budget be e-mailed to him after they have been approved.

6.      Sixty-five homeowners have paid their dues to date per Frances.  On March 1st, we send registered letters to those dues that are now “officially late”.  On April 1st, liens go into effect.

7.      Thank-you Rob for handling the Department of Ecology regarding Caulkins Dam. David Jiles has the correspondence about this.  We still need “to assign one of your members the responsibility for inspections and maintenance of Caulkins Dam.  That individual should compile an Operation and Maintenance Plan for the dam and forward a copy to us for our files.  Submittal of this plan to the Dam Safety Office within 180 days is required…Information on how to do this is on the web-site http://www.ecy.wa.gov/programs/wr/dams/dss.html.

 

NEW BUSINESS:

1.      Nancy to check on Monty’s plan for lake treatment and get a bid from him.

2.      Geese guns are used to scare the geese away at the beginning of the season when they come to the lake and hang around.  The guns are like “starting guns” at races.  They make a loud gunshot sound only.  Homeowner’s need to be made aware that we plan to use the guns if we decide to do so.  Nancy can get letter from the police department allowing us to use these guns if necessary.  This will be discussed at the annual meeting.

3.      [MSP] Monthly minutes to be posted on our web-site.  Also, some statement should state that “For any questions or concerns, please contact a board member or come to a board meeting.

 

 

4.      Brad Freden contacted a board member about concerns he has about tall trees in the common area having the potential to fall on his house/property during the next windstorm.  Rob and John will meet with him to see what his concerns are and decide what action is needed.

5.      We now have 2 keys to the P.O. box in Mill Creek.  Frances and Dave Miles each have one.

6.      We will plan to discuss the raising of dues at the March 1st meeting depending on what plans we have for 2005.  See below.

7.      Welcome to our new fire station on 35th.  We will invite them to our June 18th picnic.  We also may be able to arrange to have meetings there.

8.      Hilton Lake sign at the entrance on 104th was leaning, now it’s not.  Monty fixed it?

 

 

Potential Projects for 2005-

1.      Culvert unplug.

2.      Tennis courts net re-setting (jack-hammering may be combined with culvert unplugging)

3.      Grass renewal to common area adjacent to Carolyn Allen’s house (space covers approx. the frontage of two or three lots).  Rob to arrange for soil delivery and Monty’s trailer to be used to deliver soil to site on day of work party.

4.      Picnic tables- Make new or refurbish? David Flaming has volunteered to make tables in the past.

5.      Clean out and re-organize shed.

6.      Build fence between Hilton Estates and North Lake. It may be important to establish a barrier before the first residents move in. No fence invites foot traffic.
