HILTON LAKE HOMEOWNERS ASSOCIATION BOARD MEETING

                                    August 10, 2004

MEMBERS ABSENT: Nancy Christiansen

HOMEOWNERS PRESENT: Karen Ferguson, Jeff Lange

 

The meeting was called to order at on Tuesday, 7:00pm at the home of Chris Van Horn. (This meeting was re-scheduled from the previous week due to board member absences).

[MSP] Meeting minutes of June 1, 2004 approved as-is.

 

First portion of meeting was dedicated to the concerns of the Homeowners present:

 

Jeff Lange: Mr. Lange is concerned about the trees in the common area behind his house. There are several that are dead or dying. There are two choices:

1.       Give written permission for Mr. Lange to remove selective dead trees.

2.       Schedule this work as a work party task.

 

OLD BUSINESS

North lake common area- The renovated grass area is done. This work turned out very nice. The total bill for this work amounted to $7969.81.

 

Tennis court- The door is now fixed with the efforts of Rob Marks and paint work by Mike Shorb. It is working about as well as it ever has, given the number of times people have vandalized it.

 

Culvert- This work appears to be done. Rob measured the diameter. It is, in fact, a 48” diameter opening. Someone has already thrown a large rock onto one of the grates and bent the grate.

 

Geese- The geese were rounded up by the state agency. It took 50 minutes to complete the task. NO MORE GOOSE POOP!… until they discover our lakes again.

 

NEW BUSINESS

Swing sets/playgrounds- The hardware on the swing sets are getting loose. Some pieces may be missing.

[MSP]- Not to exceed $100 for any swing set hardware. Rob M. will assess what is needed. This work will either get done in the evenings or at the work party.

 

Milfoil in lake- Monty has volunteered to remove the weed with a “milfoil bar”, like a rake pulled in the water. The proposal is to use a jet ski to assist this effort. It was decided to await further info. He needs to attend a board meeting and explain the process. Permission will have to be granted for the motorized “boat” to be in the North lake.

 

Summer party- The date is Friday, Sept. 17. “Hilton Lake Night Out”. There will be a band comprised of Cascade High students. They play a wide range of songs. Free hot dogs, buns and condiments. 5:30 until dark (noted as 6PM to 9PM on subsequent flyer distributed to Homeowners). Homeowners will be asked to bring a side dish. We will have an inflatable jumping apparatus for kids, the Fire Dept. will be here. Rob M. has a pot for the dogs. David J. has a burner. We need to ask Monty if he can get the flatbed trailer to make the stage. Also, power needs to be established from the pump enclosure.

 

Ninth board member- Karen Ferguson and Costica Gheorghiu are board member candidates. We need to establish if Costica still has interest. Mrs. Ferguson is interested in becoming a board member.

 

Trail maintenance- Funds permitting, we need $400 for monoborochlorate. Rob will buy, after Frances establishes money for this in the budget.

 

Dues increase- Discussion concerning whether we need to increase the dues, based upon the expenses.  This increase could be mainly due to improving some of the common area grass around the lakes. We have to base next year’s budget on doing the area behind Carolyn Allen’s house (area is larger than just behind Carolyn’s house). We spent an extra ~$8,000 this year, with more to follow. There is always a large uproar from homeowners if a dues increase happens.

 

Blockwatch- It is coming. There will be a sign-up sheet at the summer party.

 

Fence along Jackel’s property- Do we plan for this? Or is the vegetation in place enough of a barrier at this time. Money is not in the budget, at this time for this project. We will probably have to re-visit this subject when the homes in Hilton Estates get built.

 

Free fill dirt- John Nist had identified two sources of free fill dirt: 1. The new firehouse and  2. A cemetery at 205th st. and Hwy. 99.
